This is used mainly on Elvis costumes includes the front and back of the grommet (eyelet & washer). You can use a grommet setter (size #6) If you don't have a setter, you can use a pair of wire cutters and cut the protruding portion of the back of the grommet (every 1/4" or so) then place it on the suit, put the washer over it and bend the pieces over with needle nose pliers.
